It goes beyond condition rating into quantifying structural adequacy, and often involves non-destructive testing, material sampling, structural analysis and load assessment by a qualified engineer.

Because Level 3 investigations are targeted and resource-intensive, they are reserved for the situations that genuinely need them. The layered framework is designed so that routine Level 1 and Level 2 inspections catch problems early and only escalate to Level 3 when warranted. That escalation path is precisely why consistent lower-level inspection data matters: it is the evidence that tells you when a deeper investigation is justified.

Building a defensible bridge program

A well-run bridge program schedules each level at the right frequency and keeps the records connected. Managing this in a structured register — ideally with imagery tied to each element — makes the whole regime auditable and defensible.
