With limited budgets, asset owners cannot fix everything at once. Fed into a risk matrix, that data becomes a defensible forward works program and renewal budget that councils, boards and regulators can trust.
It ranks maintenance work by risk (likelihood × consequence of failure) instead of age or complaint order. High-condition-score assets whose failure would harm people or interrupt essential services are addressed first.
Condition describes the physical state of the asset (how likely it is to fail). Criticality describes how much the failure would matter (consequence). A poor-condition park bench is low priority; a fair-condition water main feeding a hospital is high priority.
Formal inspections produce consistent condition scores and defect registers across a portfolio. Those scores drive the likelihood side of the risk matrix, making the resulting maintenance program evidence-based and defensible.
